Counter Terrorism and Jungle Warfare (CTJW) College, Kanker

The vision of having our own jungle warfare school, was provided by the then DGP late Sh OP Rathor. “Counter Terrorism and Jungle Warfare College” (CTJW) a special training school to impart training with special emphasis on counter Naxal activities, was established on 21st Dec 2004 in district Kanker, on NH-30 at about 150 kms south of Raipur. Prior to Dec 2004, police personnel of state were trained in jungle warfare at Counter Insurgency and Jungle Warfare (CIJW) Mizoram. CTJW College, mainly conducts Young Commando (YC) courses.

Counter Insurgency & Anti Terrorist (CIAT) Schools

Four CIAT Schools have been established in the state namely at Chandkhuri (Raipur), Jagdalpur, Rajnandgaon and Bilaspur under 11th five year plan to provide training to the police personnel in weapon, tactics and guerilla warfare. These schools are funded by the central government & ex-army personnel are engaged as trainers on contractual basis. State Police personnel are deputed to assist the schools in training and administrative works. Each CIAT has the capacity to train 200 personnel in each course of about 8 weeks. Till July 2016, more than 18,922 Police personnel have been trained in these CIATs.

Special Task Force (STF)

The specialized force, STF was raised in the year 2007 to combat Maoism in Chhattisgarh. Its present sanctioned strength is 2,322. About 36 teams of STF, each of about 40-50 strength are operational in the field. Only willing jawans from Chhattisgarh Armed Force (CAF) battalions and districts are inducted into STF. After screening, each jawan is made to undergo two months induction course and only physically and mentally fit jawans are retained in the STF. As an incentive, 50% of basic plus grade pay is given as extra allowance to all the jawans.

The STF has its headquarters in Baghera, district Durg. The Government of India (GoI) has approved a scheme (of about Rs.75 crore) for strengthening STF under Special Infrastructure Scheme (SIS) and funds for first two phases of about 22 crore each have been released. Four STF hubs are also coming up in district Kanker, Sukma, Bijapur and Bastar, which will act as temporarily camps and launching pads for offensive anti-Maoist operations.

Presently, STF is headed by ADG CAF/STF and assisted by DIG STF & SP STF.

Crime & Criminal Tracking Network & Systems (CCTNS) Project : A pace towards excellence

CCTNS project, a mission mode project under the e-mission programme of government of India (GoI) is under implementation in Chhattisgarh state under the supervision of MHA’s nodal agency, the NCRB. The main object of CCTNS project is to make the police functioning transparent and connect all police stations & higher offices (Total 597 locations) through intranet. FIRs are registered through system & related police reports are generated for use by the department. All police historical records since 2003 are digitized..

Till August 2016, about 26,300 police personnel have been trained under CCTNS project. A total 286 police stations & 149 higher offices with VPN over Broadband (VPNoBB) connectivity have been linked to the state data centre (SDC).

Chhattisgarh Armed force (CAF): In Pace with Global Policing

The CAF has been of great help to district forces since inception. The number of CAF Bns have increased from intial 07 Bns, in 2000 to 18 Bns in 2015. The CAF Bns are deployed for various duties like security of vital installations, VIP security, law & order duties and anti-Naxal Ops. Out of 18 Bns, 09 Bns are India Reserve (IR) including two Special IR Bns. Each special IR Bn is authorised a seprate pioneer wing of 2 coys, to undertake construction works. Recently Central Govt has sanctioned 04 more IR Bns to CG. IED School, Mana, Raipur, Chhattisgarh

Security forces have lost many lives in IED blast incidents in past couple of years. IED is one of the most potent weapons in the hands of the Maoist. To create awareness about the IEDs and teach basics of IEDs & counter measures etc, need was felt to have our own IED School. Realising this, govt sanctioned IED School, which was started in 4th Bn CAF campus, Mana with limited resources, on 28.12.2014, under the guidance of Sh RK Vij, Addl. DGP, Anti-Naxal Operations. Three weeks basic IED course, 3 days capsule course and one day seminars are conducted in this institute. Trainers have been selected from State Police who are qualified and experienced in IED handling. The experts are also being outsourced from other departments to give better inputs to trainees. Capacity of batch is 30 and all subordinate ranks are trained in IED School. Three days capsule course and workshop have been designed for senior officers also. The School is gradually developing as a centre of excellence.

Women Police: committed for women security

Chhattisgarh police has always been sensitive towards crimes against women. The state government has increased women police to provide gender friendly environment to women & children. There are 04 women police stations in the state and most of other PSs have women desk to help women & children. As on 01.01.2016, there are about 2,742 women police officers including 4 IPS police officers in the state.
